Secondary Transition and Workforce Development for Students with Disabilities


 
In Ohio, students with disabilities ages 14 or younger, if appropriate, formally enter into the secondary transition planning process. A truly successful transition process is the result of comprehensive planning that is driven by the student’s preferences, interests, needs, and strengths. This comprehensive planning moves students toward successful future outcomes in competitive, integrated employment, education, and independent living.

2022-2023 IDEA Monitoring Guide
 

 
The Office for Exceptional Children developed a comprehensive monitoring system for continuous improvement and implementation of IDEA. The intent of the IDEA Monitoring Process is to maximize the use of resources that will result in better academic, social, and post-secondary outcomes for students with disabilities and to meet regulatory requirements.
 

 
The outcome of the IDEA Monitoring Process provides valuable information for school districts’ planning process to improve results for children with disabilities, including implementation of special education processes and services/supports for students with disabilities.

Special Education Profile Ratings


 
The special education program in a district is the basis of success for students with disabilities. Every year, districts receive a rating on the performance of their special education program, known as their Special Education Rating. The Ohio Department of Education uses final data that districts submit through the Education Management Information System (EMIS). These data result in one of four ratings — Meets Requirements, Needs Assistance, Needs Intervention or Needs Substantial Intervention. Ohio receives an annual rating from the U.S. Department of Education based on the same four categories.
 

 
The primary basis of the 2022 rating is the final special education program data districts submitted through EMIS for the 2020-2021 school year. The Department will issue each district’s 2022 Special Education Rating in October 2022. The Special Education Profile districts received in December 2022 includes the data used to calculate the rating.
