The Ohio Department of Education (ODE) is seeking input on ratios for intervention specialists and related service providers who serve children with disabilities. A link to the survey will be coming to your email address on Friday, May 23, 2008 and will also be found on our Web site (www.ode.state.oh.us) keyword search “Caseloads Ratios Survey”. The department would like as many people as possible to complete the survey by June 6, 2008. Once you receive the link to the survey, please forward it on to your colleagues and associations so that they can also provide input. The survey will take less than 15 minutes to complete and is completely anonymous. It will take less than 15 minutes to complete and is completely anonymous.

Your input will be compiled, analyzed and reviewed by the Caseloads Ratios Steering Committee when working to compile a recommendation concerning a change to the caseload/ratio structure in Ohio. These recommendations will be taken to the State Board of Education.

Below is information regarding the history of caseloads and ratios in Ohio and why we are doing this survey.

“The Operating Standards for Ohio’s Schools Serving Children with Disabilities” addresses ratios for service providers for children with disabilities. These ratios are found in Rule 3301-51-09 (G)(3) through (6). These ratios are based on old numbers from rules adopted in 1982. The ratios in 1982 were used to provide funding to public school districts for units (classrooms) which served only children with disabilities. The funding provided by the state paid the salary of the special education teacher for the children with disabilities in that classroom. When the Operating Standards were updated in 2002, the Ohio Coalition for the Education of Children with Disabilities (OCECD) was concerned that the updated rules would not include these ratio numbers as the state had moved from a unit funding system to a weighted funding system for special education. Therefore, they lobbied successfully to have the ratio numbers from the 1982 rules placed in the then current budget bill (770). Since the ratios were now in “law” these numbers were brought forward into the 2002 rules.

During this past year, ODE has been updating the Operating Standards due to the five-year rule review requirement and the reauthorization of the Individuals with Disabilities Education Act (IDEA). As part of the rule process, stakeholders were quite clear that the ratios were outdated and did not assist districts in serving children with disabilities given the current service delivery model that the majority of districts use. Everyone agreed that to get the ratios “right” some research and serious consideration would have to be given to the numbers in order to update them and the rule making process was not conducive for this work. Therefore, it was agreed that we would bring the current ratios forward in the rule that will take effect on July 1, 2008, and, at the same time, convene a group of stakeholders to review ratios and develop recommendations for altering ratios so that the ratios reflect current educational practices for children with disabilities. This survey is part of the process that ODE is engaging in to gather the necessary information and recommendations.

CONFERENCE SPEAKER
Dr. Jed Baker is currently the Director of the Social Skills Training Project in Maplewood, New Jersey. Their organization provides assessments and interventions for school-aged children that have social skill difficulties and/or behavioral problems.

Dr. Baker has been a clinical psychologist since 1992. He is on the professional advisory board of ASPEN (an information network for parents of children with Asperger Syndrome), and is also a behavioral consultant for several New Jersey School systems, where he provides social skills training for students with pervasive developmental disorders and learning disabilities. He directs and supervises social skills training for students at Millburn Public Schools.

Dr. Baker also writes, lectures, and provides training across the country on the topic of social skills training for individuals with Asperger Syndrome and related Pervasive Developmental Disorders.
